This eddition is the first reference manual in Russian related to the problem of global climate change and monitoring of greenhouse gas emissions. Kyoto at the russian door: the basics of the system of the legislative regulation of the kyoto protocol mechanisms in the russian federation

A suggested book reveals the basics of the system of greenhouse gas emission legal regulation in Russia and is an attempt to emphasize steps to be necessary to take for the change of the existing legislation in our country not only to acknowledge a negative influence of anthropogenic emissions od greenhouse gases but to provide for stimulation of the social and economic development of the Russian Federation.

The autors of the book made the analysis of the possibility of greenhouse gases regulation at the federal legislation level and the legislation of the constituent entities of the Federation, proposed practical ways of GHG emissions legislative regulation in Russia. As an example experience of foreign countries in the implementation of the Kyoto Protocol provisions is discussed in the book. Consequences of the Kyoto Protocol ratification for Russia and potential of carbon market development in our country are also discussed.

This work is an attempt to propose a complex of practical attachments to the existing regulatory framework including drafts of the framework acts on the state policy, registration and control, ownership and circulation of greenhouse gas quotas.
